يشهد العالم في العقود الأخيرة تطورًا تكنولوجيًا متسارعًا شمل الذكاء الاصطناعي والبيانات الضخمة ووسائل التواصل، مما أثر إيجابًا على التنمية والتواصل ونشر المعرفة.إلا أن هذه التطورات أفرزت تحديات قانونية وحقوقية خطيرة تمس كرامة الإنسان وسيادة القانون، مثل حماية البيانات الشخصية ومكافحة خطاب الكراهية والجرائم السيبرانية.أصبحت حقوق الإنسان في العصر الرقمي عابرة للحدود، مما يفرض على الدول والمنظمات الدولية تطوير أطر قانونية ومؤسسية ملائمة. تتطلب هذه التحديات تعاونًا دوليًا فعالًا، نظرًا لعجز الدول منفردة عن مواجهتها، خاصة مع الطابع العابر للحدود للجرائم الإلكترونية. تلعب المنظمات الدولية، وعلى رأسها الأمم المتحدة، دورًا محوريًا في وضع المبادئ والمعايير المنظمة للعلاقة بين التكنولوجيا وحقوق الإنسان. وتكمن أهمية البحث في تحليل جهود التعاون الدولي، وتحديد أوجه القصور، وتقديم توصيات لتعزيز حماية حقوق الإنسان في ظل التطورات التكنولوجية
